What is CMMI?
CMMI — Capability Maturity Model Integration — is a globally recognised process-improvement model that helps organisations build mature, capable processes for developing and delivering products and services. Originally developed in the software-engineering context and now stewarded by ISACA through the CMMI Institute, it provides a structured set of best practices that, when adopted, raise an organisation’s ability to deliver consistently, predictably and to a high standard. CMMI is most closely associated with software and IT development, where it is widely used by outsourcing providers and technology companies, but the model also has variants for services and supplier management. Its defining feature is the concept of maturity levels: a scale that describes how deeply and consistently an organisation has institutionalised effective processes, from ad hoc and reactive at the bottom to quantitatively managed and continually optimising at the top.
As with several credentials in this field, the terminology around CMMI is widely misused, and getting it right is itself a mark of a serious provider. An organisation is not “certified” to CMMI; it is appraised, and awarded a maturity level rating. Understanding that distinction — and what it means for how you pursue CMMI — matters.
Is CMMI a certification?
No — and the distinction is genuinely important. CMMI is not a certification in the way that ISO 9001 or ISO 27001 are. There is no certificate issued by an accredited certification body following a certification audit. Instead, an organisation undergoes a formal appraisal — historically known as a SCAMPI appraisal and, under the current model, a Benchmark Appraisal — conducted by a Lead Appraiser certified and authorised by the CMMI Institute. The outcome of that appraisal is a maturity level rating (for example, Maturity Level 3), which is officially recorded and published. So while the market routinely speaks of being “CMMI certified” or “CMMI Level 5 certified”, the technically correct description is that an organisation has been appraised at, or has achieved, a given CMMI Maturity Level.
This is not a trivial point of vocabulary. The appraisal must be conducted independently by an authorised Lead Appraiser — it is not something a consultant can award. Any provider promising to simply “certify” you at CMMI Level 3 or 5, without an independent appraisal, fundamentally misunderstands — or misrepresents — how CMMI works. The CMMI maturity levels
CMMI describes five maturity levels, each building on the last. Most organisations target Maturity Level 3 as a serious baseline, with Levels 4 and 5 representing progressively more advanced, data-driven process management:

Reaching Level 3 demonstrates organisation-wide process discipline; Levels 4 and 5 demonstrate that the organisation manages and improves its processes quantitatively — a level of maturity that distinguishes the most capable software and IT providers.
Who needs CMMI, and at which level
CMMI is relevant to organisations that develop or deliver software, IT and technology-enabled services, including:

How a CMMI appraisal works
Achieving a CMMI maturity level follows a clear path. An organisation first adopts and institutionalises the practices CMMI describes across its projects and functions, building genuine process maturity over time. When that maturity is established and evidenced, an independent appraisal is conducted by a Lead Appraiser authorised by the CMMI Institute, who examines the organisation’s processes and evidence against the model and determines the maturity level achieved. The resulting rating is officially recorded. The role of a consultant is confined — correctly — to the first part of this journey: helping the organisation implement the processes, build the evidence and prepare rigorously, so that the independent appraisal confirms the intended level. The appraisal itself remains independent, which is precisely what gives a CMMI rating its credibility.

CMMI is appraised, not certified
Organisations are not CMMI certified. They are appraised, and receive a maturity or capability level rating — only individuals hold CMMI certifications. The current model is CMMI V3.0 (April 2023) and the current method is the CMMI Appraisal Method defined in the Method Definition Document, in four types: Benchmark, Sustainment, Action Plan Reappraisal and Evaluation. A Benchmark appraisal must be led by a Certified Lead Appraiser and its rating lasts three years; a Sustainment appraisal lasts two. Ratings may be published in ISACA’s Published Appraisal Results System — but publication is voluntary, so absence from PARS does not by itself prove a rating is false. No. CMMI is a process-maturity model, and organisations are appraised at a maturity level rather than certified. The correct description is being “appraised at” or “achieving” CMMI Maturity Level 3, 4 or 5. The phrase “CMMI certification” is common but technically imprecise.
- What are the CMMI maturity levels?
