ISO certification in the Visayas

ISO 9001:2026 is published. Certified to ISO 9001:2015? Sterling makes your transition smooth, easy and successful.

Gap assessment, documentation update, training, internal audit and support through your transition audit, delivered end to end by our expert, experienced, professional and friendly local Filipino lead auditors.

Certification demand in the Visayas comes from four kinds of organisation: exporters and shipbuilders in Cebu’s economic zones whose overseas principals audit them; BPO and IT operators in Cebu, Iloilo, Bacolod and Dumaguete whose clients demand information-security evidence before signing; sugar, seafood, coconut and fruit processors on Negros, Panay and Leyte selling into audited retail and export chains; and hospitals, universities and local governments that answer to national quality and procurement rules.

Sterling International Consulting serves the island group from its Cebu office on General Maxilom Avenue. A Sterling lead auditor, Filipino and locally based, takes the client from gap analysis to certification audit; the certificate itself is issued by whichever accredited certification body the client appoints, since Sterling is a consultancy and not a certifier.

Four regions, six main islands

Western Visayas covers Panay and Guimaras from Iloilo City, and was the fastest-growing regional economy in the country in 2025 at 6.4 per cent. Central Visayas is Cebu and Bohol, with Cebu Port Authority ports, the Mactan Economic Zone beside the airport and about 80 per cent of the country’s shipbuilders and shipping operators. Eastern Visayas is Leyte, Samar and Biliran from Tacloban, the top geothermal-producing region, with the Leyte Industrial Development Estate at Isabel housing the PASAR copper smelter and PhilPhos. The Negros Island Region, created by Republic Act 12000 in June 2024, joins Negros Occidental, Negros Oriental and Siquijor; sixteen regional offices are being set up in Dumaguete and fourteen in Bacolod.

Air and sea gateways shape audit planning: Mactan-Cebu International Airport, run by Aboitiz InfraCapital since October 2024, handled 11.6 million passengers in 2025; Bohol-Panglao passed to the same operator in June 2025; Iloilo International Airport has international routes again; and the Visayas Container Terminal in Iloilo, run by ICTSI, ships direct to China.

Reaching the client from General Maxilom Avenue

Sterling has worked in the Philippines since 2009; Visayas engagements are timed around flights and ferries. From Cebu, Iloilo, Bacolod and Tacloban are each roughly an hour and a quarter to an hour and a half by air; Tagbilaran is a two-hour fast ferry; Dumaguete is a short flight or about six hours by bus and the Liloan–Sibulan ferry; Bacolod can also be reached by road and the Toledo–San Carlos car ferry in about five hours. Provincial projects run two or three on-site blocks with remote review between them.

The Sterling OS™ delivery system offers Design™, where Sterling coaches a client team that writes and runs its own system, and Drive™, where Sterling’s consultants do the building; Sustain™ carries the surveillance years and Revise™ the transitions to new editions. The public lead auditor and internal auditor course (five days, 40 hours) is held in Cebu and can be run in-house in Iloilo, Bacolod or Tacloban; see the training courses page.

The contact route for the whole island group is the Cebu office, led by Zia Bautista, Lead Auditor and Lead Implementer, at Building A, 516 General Maxilom Avenue, Cebu City 6000: info@iso-certification.ph, +63 977 815 1204 (mobile) or +63 2 7624 7648 (landline). Start by asking to Book a comprehensive gap analysis, quoting +63 977 815 1204; before that, the free ISO 9001:2026 gap check shows where the system stands.

Audit logistics in an island region

The certification bodies that audit here hold accreditation from the Philippine Accreditation Bureau or from UKAS, ANAB, JAS-ANZ or DAkkS, run their Visayas work from Metro Manila offices, and fly auditors into Mactan, Iloilo, Bacolod-Silay or Tacloban. Document review can be remote; a sugar mill, a cannery or a shipyard is audited on the floor. A Cebu head office with branches in Iloilo and Bacolod is treated as a multi-site scope, with branches sampled. On Leyte, the San Juanico Bridge to Samar was placed under a three-tonne load limit in May 2025 and reopened to vehicles up to 15 tonnes in December 2025, so heavier cargo still moves by RoRo and site visits on Samar are planned with that constraint.

Tenders, locators and regulators

DPWH Department Order 110 s. 2024 put ISO 9001 into bidding documents for contractors with a contract-cost range above P30 million, phased by licence category through 2025 and 2026; the DPWH contractors guide explains the evidence. Republic Act 12009 governs every Bids and Awards Committee from Cebu’s provincial capitol to a Samar municipality, scoring bids on technical merit and track record as well as price, and Executive Order 605 directs national agencies and GOCCs to certify ISO 9001 systems while encouraging LGUs to do the same (government agencies guide). MEZ and Cebu IT Park locators hold PEZA registration; port users deal with the Cebu Port Authority, created by Republic Act 7621 and independent of the Philippine Ports Authority.

ISO 9001:2026 and ISO 14001:2026 across the islands

The ISO 9001:2026 standard reached publication on 16 September 2026, and ISO 9001:2015 certificates must be transitioned before 30 September 2029; ISO 14001:2026 followed the same path from 15 April 2026 with an end date of 30 April 2029. Coastal plants at Isabel, Mactan and the Iloilo waterfront and the resorts of Boracay and Panglao will be asked how climate-related risk was considered; BPO floors in Cebu, Iloilo and Bacolod will be asked for evidence of quality culture. The ISO 9001:2026 transition hub and its ISO 14001:2026 counterpart, with the gap-analysis tools for 20 standards, show what changes.

Budget levers and proof

Fees follow the number of people and sites, the standards combined, the maturity of what exists and the certification body’s audit days; inter-island travel adds days rather than cost, and ferry schedules fix the sequence of visits. The cost guide and the ISO 9001:2026 transition cost page go through each lever. Proof is offered without client names: signed statements on the client feedback wall, the case studies and the sector results, drawn from a group that has completed 8,100+ engagements in 60+ countries since 2002. The first meeting is held at your Visayas site; to arrange it, Book a comprehensive gap analysis with the Cebu team on +63 977 815 1204 (mobile) or, from a landline, +63 2 7624 7648.

Frequently asked questions about ISO certification in the Visayas

Which office handles Bacolod, Dumaguete and Siquijor now that they form the Negros Island Region? The Cebu office. The new region changes which government offices a business deals with, sixteen being set up in Dumaguete and fourteen in Bacolod, but not the logistics: Bacolod is a short flight or a five-hour road-and-ferry trip from Cebu, Dumaguete a flight or a bus-and-ferry journey.

Can a sugar mill or seafood plant be audited remotely? Only in part. Food safety standards such as ISO 22000, FSSC 22000 and HACCP require the auditor to walk the process, inspect hygiene zones and check monitoring records at the line, so the certification body plans an on-site visit; management review, document control and supplier records can be screen-shared beforehand.

How does the Cebu Port Authority affect certification for port users? Cebu’s ports are administered by the Cebu Port Authority under Republic Act 7621 rather than by the Philippine Ports Authority. Shipping lines, stevedores and forwarders using Cebu International Port or the Baseport typically certify to ISO 9001 and ISO 45001, adding ISO 28000 where cargo security is demanded.

Does the San Juanico Bridge limit affect audits on Samar? It affects planning rather than feasibility. The bridge reopened to vehicles up to 15 tonnes in December 2025, so auditors and consultants cross by car, but heavy cargo still moves by RoRo, and any Samar site with plant deliveries should hold evidence that its logistics contingency was reviewed.

Where are lead auditor courses held in the Visayas? The public five-day, 40-hour internal auditor and lead auditor course runs in Cebu. In-house courses are delivered at the client’s premises in Iloilo, Bacolod, Dumaguete or Tacloban using the client’s own procedures, which suits a plant that needs several trained auditors at once.

Which certification bodies audit in the Visayas? Accredited bodies serve the islands from Metro Manila offices, flying auditors into Mactan, Iloilo, Bacolod-Silay or Tacloban and reviewing records remotely where the rules allow. Sterling prepares the client for any accredited body it selects and takes no part in issuing certificates.
