Baguio is the seat of government of the Cordillera Administrative Region and the commercial and educational centre of northern Luzon, and the demand for certification reflects it. Getting an audit team to Baguio
There is no scheduled air service to Baguio: PAL Express restarted a Cebu–Baguio route on Loakan Airport’s 1,802-metre runway on 16 December 2022 and withdrew it on 1 July 2024 for lack of demand. Everyone comes by road, from Makati via NLEX, SCTEX and the 89-kilometre TPLEX to Rosario, La Union, then Kennon Road or the Aspiras–Palispis Highway: about four hours by car over roughly 244 kilometres, five by bus from PITX.

Baguio and Benguet, sector by sector
The economic zone is the largest single source of quality-system work. Its anchor electronics manufacturer has ranked among the country’s largest exporters, and the buyers of its locators’ transistors, computer parts, vehicle components and knitwear audit to ISO 9001, to ISO 14001 and, for automotive parts, to IATF 16949. Benguet mining is the second. The Cordillera is the country’s leading producer of gold and copper; two of the longest-established Benguet miners, in Itogon and Mankayan, both publicise ISO 14001:2015 certification, and the Chamber of Mines has committed its nineteen member companies with operating mines to the Towards Sustainable Mining protocols from 2024, which reward the documented controls that ISO 45001 and ISO 14001 audits examine. Agriculture and services make up the rest. Benguet supplies about eighty per cent of the country’s highland vegetables through the La Trinidad Vegetable Trading Post, and consolidators selling to supermarket chains are asked for HACCP, ISO 22000 or GLOBALG.A.P. evidence. Baguio General Hospital and Medical Center, the region’s largest government tertiary hospital, was certified to ISO 9001:2015 in January 2017, and the universities, from Saint Louis University with its 30,000-plus students to Benguet State University in La Trinidad, are candidates for ISO 21001 (see the education page and the hospitals page). What the auditor checks at a highland site
Certification bodies accredited by ANAB, UKAS, JAS-ANZ, DAkkS or the Philippine Accreditation Bureau send auditors from Metro Manila by road, so a Benguet audit is planned around travel days and shift changes. At an economic-zone plant the auditor follows one customer order from receipt to shipment and checks calibration, traceability and nonconformity records against it. At a mine the auditor walks the tailings and water-discharge monitoring points, then reviews risk assessments, permits-to-work and emergency drills. A group with a Benguet site and a Makati corporate office is certified as a multi-site scope.

Procurement and licensing in the Cordillera
Suppliers to the city government, the provincial government in La Trinidad and the regional offices of national agencies in Baguio bid through Bids and Awards Committees under the New Government Procurement Act (Republic Act No. 12009). Agencies themselves are covered by the government agencies guide, and contractors by the DPWH contractors guide. Mines operate under DENR and Mines and Geosciences Bureau permits, hospitals under DOH licences and zone locators under PEZA registration; an ISO certificate substitutes for none of these, but it shows a regulator or customer that the licensed system is real.
The 2026 editions in Benguet
ISO published the ISO 9001:2026 standard, the sixth edition, on 16 September 2026, and an ISO 9001:2015 certificate has to be transitioned before 30 September 2029, when the transition period ends. ISO 14001:2026 followed on 15 April 2026; its transition closes on 30 April 2029. Both matter in the mountains: a mine operator revising its ISO 14001 system has to show that landslide, typhoon and rainfall-driven water risks were considered as climate-change issues, and an exporter moving to ISO 9001:2026 has to evidence quality culture and ethical behaviour. Frequently asked questions about ISO certification in Baguio and Benguet
Does a PEZA locator in the Baguio City Economic Zone need ISO 9001 to keep its customers? Electronics and automotive-parts buyers generally require it, and automotive customers add IATF 16949. Export contracts commonly make certification a condition of supplier approval, so a locator without a certificate is audited directly by the customer instead, which costs more engineering time.
Which standard should a Benguet mine contractor start with? ISO 45001, because mine operators pass their own safety obligations down through contracts, then ISO 14001 for haulage, fuel and waste, and ISO 9001 last. Contractors covered by the operator’s Towards Sustainable Mining verification will find much of the evidence already exists.
How is the audit organised when the head office is in Makati and the site is in Benguet? As a multi-site scope: the certification body audits the Makati office for governance, then samples the Benguet site on a travel day.
