What is C-TPAT certification?
C-TPAT certification is a program sponsored by the United States Customs and Border Protection Agency. It gives importers and exporters a way to be recognized as doing business in a safe, lawful and ethical manner. Who can apply for C-TPAT certification?
In order to become a C-TPAT certified, companies must be registered with Customs and Border Protection. There are also certain criteria that must be met in order to apply for certification. First, the company must have an established security plan. Next, it must have a record of compliance with U.S. imports laws including an emphasis on the Import Safety Act of 2016 and Foreign Trade Zone rules.
Principles of C – TPAT
C-TPAT is a voluntary, cooperative agreement between the U.S. government and private sector companies to provide a secure supply chain. A C-TPAT certified company must have a formal security plan that includes security measures that include people, technology and processes.
The first requirement of becoming certified is to get your company scanned using the Automated Targeting System (ATS) which includes checks for criminal history, terrorist ties, intelligence connections, and name checks. Applicants also need to perform a self-assessment and prepare an incident response plan. Once this has been done they will submit their application to the Department of Homeland Security (DHS).

A Philippine company cannot join C-TPAT
C-TPAT is a voluntary US Customs and Border Protection partnership, not a certification, and eligibility is restricted. Foreign manufacturers may apply only if they are incorporated in Mexico or Canada; importers, third-party logistics providers and terminal operators must be established in the United States. A Philippine exporter therefore cannot be a C-TPAT partner in its own right. What it can do is meet the C-TPAT Minimum Security Criteria as the business partner of a member, and pursue Authorized Economic Operator accreditation with the Philippine Bureau of Customs. There is no public register either: CBP will not disclose a company’s status, and a partner confirms its own only by sharing its SVIP ID through the CTPAT portal.
