ISO certification in Luzon

ISO 9001:2026 is published. Certified to ISO 9001:2015? Sterling makes your transition smooth, easy and successful.

Gap assessment, documentation update, training, internal audit and support through your transition audit, delivered end to end by our expert, experienced, professional and friendly local Filipino lead auditors.

Luzon holds the three regional economies that produce more than half of Philippine output, and certification requests from the island follow that map: exporters inside PEZA zones and the Clark, Subic and Bataan freeports whose overseas customers audit them; contractors bidding for DPWH and provincial works; BPO operators in Metro Manila, Clark and Baguio whose clients want information-security assurance; food, farming and energy firms from the Cagayan Valley to Bicol; and provincial governments and hospitals answering to national quality rules.

Sterling International Consulting covers the island from Salcedo Village in Makati. Local Filipino lead auditors build the system, train the client’s staff and run the internal audit; the certificate comes from an accredited body the client selects, because Sterling advises and never certifies.

Who sets the requirements on the island

DPWH Department Order 110, series of 2024, wrote ISO 9001 certification into bidding documents for Large A licences from January 2025, Medium B from July 2025 and Medium A from January 2026, reaching every contractor with an available range of contract cost above P30 million; see the DPWH contractors guide.

Republic Act 12009 binds national agencies, GOCCs and all LGUs: each Bids and Awards Committee selects the most economically advantageous responsive bid, weighing technical merit and track record alongside price. Executive Order 605 directs executive departments, agencies and GOCCs to adopt and certify ISO 9001, frontline services first, and encourages LGUs to follow; see the government agencies guide.

Locators register with PEZA, attached to DTI, or with a freeport authority: SBMA at Subic, Clark Development Corporation under BCDA, AFAB at Mariveles, CEZA at Santa Ana and Poro Point under BCDA. Registration governs incentives; certification demand comes from the locator’s customers. The Luzon Economic Corridor announced in April 2024 will bring the same requests to rail and port contractors from Subic to Batangas.

How certification audits run across the island

Auditors come from certification bodies under DAkkS, JAS-ANZ, ANAB or UKAS accreditation, or under the Philippine Accreditation Bureau, all Metro Manila-based. They drive to CALABARZON and Central Luzon sites, fly to Bicol, Ilocos, the Cagayan Valley and Palawan, and review records remotely where accreditation rules allow. A company with a Makati head office and plants in Laguna, Cavite or Clark is normally certified as one multi-site scope: the head office is audited every cycle and the plants are sampled, so each plant keeps its own permit, calibration and incident records.

Delivery from Makati across Luzon

Sterling has operated in the Philippines since 2009. From Salcedo Village a Sterling consultant reaches Angeles and Clark in about an hour and a quarter by road, Batangas City in roughly an hour and a half, and Baguio in about four hours via TPLEX; Legazpi, Laoag and Tuguegarao are domestic flights of roughly two and a half hours door to door; Puerto Princesa is reached by air. On-site weeks alternate with remote document review.

Within the Sterling OS™ system, Design™ guides a client team that runs its own build, Drive™ has Sterling manage it, Revise™ handles transitions and Sustain™ covers the surveillance years. Internal auditor and lead auditor training takes five days (40 hours), publicly in Makati or in-house anywhere on Luzon; see the training courses page.

Luzon engagements are routed through the Makati head office, led by Mark Santos, Lead Auditor, Lead Implementer and Trainer: 8th floor, The Valero Tower, 122 Valero Street, Salcedo Village, Makati City 1227; landline +63 2 7624 7648, mobile +63 977 815 1204, email info@iso-certification.ph. The 2026 editions across Luzon

Publication of the ISO 9001:2026 standard on 16 September 2026 opened a transition window that closes on 30 September 2029; for ISO 14001:2026, published on 15 April 2026, the window closes on 30 April 2029. Coastal industry at Batangas, Subic, Mariveles and Manila Bay will be asked how climate-related risk enters the environmental system; BPO floors in Makati, Clark and Baguio for evidence of quality culture across shifts. Begin with the ISO 9001:2026 hub, the ISO 14001:2026 hub, the 14001:2026 gap check and the 20-standard gap-analysis tool.

Cost drivers and evidence

Headcount and shifts, the number and spread of sites, the standards combined into one system, what survives from an existing system and the audit days quoted by the certification body decide the budget; provincial travel adds days, not fees. See the cost guide and the transition cost page. Sterling names no clients; the ISO and GRC case studies, the results by sector and the signed client feedback wall back 8,100+ client engagements since 2002 across 60+ countries. The first meeting is at your Luzon site: Book a comprehensive gap analysis by phoning +63 977 815 1204 or +63 2 7624 7648.

Frequently asked questions about ISO certification in Luzon

Which DPWH contractors in Luzon must already hold ISO 9001? Under Department Order 110 s. 2024 the certificate has been required in bidding documents since 1 January 2025 for Large A licences, since 1 July 2025 for Medium B and since 1 January 2026 for Medium A, covering every category above P30 million in contract-cost range.

Does registration with PEZA, SBMA, Clark or AFAB require ISO certification? Registration with an investment promotion agency governs incentives and reporting, not management systems. The requirement arrives from customers instead: electronics and automotive buyers ask for ISO 9001 or IATF 16949, aerospace maintenance customers for AS9100 and logistics principals for ISO 28000.

How does an audit team reach a client in Bicol, Ilocos or the Cagayan Valley? By domestic flight to Daraga, Laoag or Tuguegarao, or by road on the Maharlika Highway and TPLEX for a full on-site week. Sterling front-loads on-site work into a few visits and reviews documents remotely between them; auditors do the same.

Our head office is in Makati and the plant is in Laguna: one certificate or two? Usually one multi-site certificate. The certification body audits the head office every year and samples the plants by its published rule, so the Laguna plant must hold its own calibration, permit, incident and training records rather than relying on the head office.

Is a Luzon provincial government obliged to certify under Executive Order 605? The order directs executive departments, agencies and GOCCs to adopt and certify ISO 9001, frontline services first; LGUs, the judiciary and the legislature are encouraged rather than directed. Many provincial and city governments certify anyway because the evidence serves performance reviews.

Can the lead auditor course be delivered inside a freeport or industrial estate? Yes. The course lasts five days and 40 hours, and runs publicly in Makati or in-house at the client’s own premises in Clark, Subic, Batangas, Laguna or elsewhere on Luzon, with the client’s procedures as the exercise material for the group.

Continue with ISO certification in Manila and Metro Manila, ISO certification in Clark and Pampanga, ISO certification in Sta. Rosa and Calamba, Laguna and ISO certification across the Philippines; then the ISO 9001, ISO 14001, ISO 45001 and ISO/IEC 27001 hubs, the BPO and shared-services guide and the ISO 9001:2026 transition hub.
