Elevate Your Data Privacy Program: Sterling International Consulting – Your Path to ISO 27701 Certification in the Philippines
What is ISO/IEC 27701?
ISO/IEC 27701 is the international standard for a privacy information management system (PIMS). It extends ISO/IEC 27001 to cover how an organisation manages personal data and protects privacy. The current version is ISO/IEC 27701:2025.
Who needs ISO/IEC 27701?
Organisations that handle personal data and must show privacy compliance — for example under the Philippine Data Privacy Act or the GDPR. Common in BPO, IT, fintech, and healthcare.
How long does ISO/IEC 27701 certification take?
For most organisations, about 4 to 6 months if you already run ISO/IEC 27001 — because ISO/IEC 27701 extends it, the two are usually certified together by an accredited certification body.
As data privacy regulations become increasingly stringent worldwide, establishing a robust privacy information management system (PIMS) is essential for organizations operating in the Philippines. Sterling International Consulting, a trusted leader in GRC, ESG, and cybersecurity, is dedicated to helping organizations navigate the complexities of data privacy through ISO 27701 certification.
What is ISO 27701?
ISO 27701, a standalone management system standard since the 2025 edition (ISO/IEC 27701:2025, published October 2025) — your organization can certify its privacy information management system directly, with or without an ISO 27001 certificate. Historically it began as an extension to ISO 27001, provides a comprehensive framework for establishing, implementing, maintaining, and continually improving a PIMS. It addresses the specific requirements of protecting Personally Identifiable Information (PII) and offers guidance on:
- Privacy Governance: Establishing roles, responsibilities, and policies for data privacy management.
- Data Subject Rights: Fulfilling individuals’ rights to access, rectify, and erase their personal data.
- Data Protection Impact Assessments (DPIAs): Identifying and mitigating privacy risks associated with data processing activities.
- Privacy by Design: Embedding privacy considerations into the design of systems, processes, and products.
- Incident Response: Developing and testing procedures to effectively manage data breaches and privacy incidents.
Why ISO 27701 Matters in the Philippines
The Philippines has its own comprehensive data privacy law, the Data Privacy Act of 2012 (DPA). ISO 27701 aligns with the DPA and provides organizations with a globally recognized framework for demonstrating compliance and building trust with customers, partners, and stakeholders. Achieving ISO 27701 certification offers significant benefits, including:
- Enhanced Credibility: Demonstrate your commitment to protecting personal data, enhancing your reputation and brand image.
- Competitive Advantage: Stand out from competitors and gain a competitive edge in the market by proving your dedication to data privacy.
- Risk Mitigation: Identify and address privacy risks proactively, reducing the likelihood of data breaches, non-compliance penalties, and reputational damage.
- Improved Processes: Establish a structured and efficient PIMS, streamlining operations and enhancing overall data governance.
- Global Recognition: ISO 27701 is an internationally recognized standard, bolstering your credibility in the global market and facilitating international business relationships.
How to Achieve ISO 27701 Certification
The path to ISO 27701 certification involves several key steps:
- Gap Analysis: Assess your organization’s existing privacy practices against ISO 27701 requirements to identify areas for improvement.
- PIMS Development: Develop a comprehensive PIMS that addresses all aspects of ISO 27701, including policies, procedures, and controls.
- Implementation: Implement the PIMS across your organization, ensuring all relevant personnel are trained and aware of their responsibilities.
- Internal Audit: Conduct an internal audit to verify that the PIMS is implemented effectively and meets all ISO 27701 requirements.
- Certification Audit: Engage an accredited certification body to conduct an external audit and, if successful, issue ISO 27701 certification.
- Continual Improvement: Regularly review and improve your PIMS to maintain compliance and adapt to the evolving data privacy landscape.

ISO 27701 (PIMS) certification in the Philippines: privacy questions answered
How do we get ISO 27701 certified in the Philippines with Sterling?
Privacy gap and risk assessment, then PIMS build — roles as controller and/or processor, records of processing, consent and data-subject-rights handling, privacy controls — then training, internal audit, and Stage 1 and Stage 2 audits. We get certification done through an accredited certification body, in Design™ or Drive™ mode.
Do we need ISO 27001 before ISO 27701?
Not anymore. Since ISO/IEC 27701:2025, the standard is a standalone management system — certifiable on its own. If you already hold ISO 27001, we integrate rather than duplicate: shared risk process, shared audits, one documentation set. If you hold neither, we scope the smartest sequence for your buyers.
We are certified to ISO 27701:2019. What is the transition deadline?
31 October 2028. Organizations certified against the 2019 edition transition to ISO/IEC 27701:2025, ideally at a surveillance or recertification audit — we run it under Revise™ as a planned upgrade, not a rebuild.
How does ISO 27701 relate to the Data Privacy Act and the NPC?
The DPA and its IRR are your legal obligations; ISO 27701 is the management system that evidences them — processing records, security measures, breach handling, data-subject requests. It does not replace NPC registration or reporting duties, and it is the strongest preparation for NPC scrutiny and for the Philippine Privacy Mark program.
Our clients in the US and EU ask about GDPR. Does ISO 27701 help?
Directly: the PIMS framework maps to GDPR-style obligations — lawful basis, data-subject rights, processor contracts, transfers — so one system answers your Philippine DPA duties and your overseas clients’ questionnaires. For BPOs processing EU or US data, it is the certification that keeps contracts moving.
How long does ISO 27701 certification take?
Typically twelve to eighteen weeks for a single-site SME — faster where ISO 27001 already exists, longer for dual controller-processor scopes or multi-site BPO operations. Audit duration follows accreditation rules; day-count promises deserve suspicion.
Who issues the certificate — Sterling?
No: an independent accredited certification body, after Stage 1 and Stage 2 audits. Sterling prepares your PIMS until it passes our own internal audit first. Verify any privacy certificate on IAF CertSearch — your clients’ counsel will.
What documentation does a PIMS require?
Privacy policy and roles, records of processing activities, lawful-basis and consent management, data-subject-request procedure with response records, privacy risk assessments, processor/sub-processor agreements, breach response with notification timelines, and training records. Built lean in Effivity, included with our consulting.
We are a BPO acting as processor for foreign controllers. Does the scope work?
That is the classic Philippine scope: ISO 27701 defines processor-specific controls — processing only on instruction, sub-processor control, assistance with data-subject requests, disclosure records. We scope controller, processor or dual roles to match your actual contracts.
Can we combine ISO 27701 with ISO 27001 and SOC 2?
Yes — that is our Sterling Trust 360™ stack: one control backbone serving ISO 27001, ISO 27701, SOC 2 and PCI DSS, with shared evidence and coordinated audits. One program, several credentials, far less audit fatigue.
Who will run our project?
Named specialists based here, led by Ann Reyes (Davao — ISMS, PIMS, information security), with Mark Santos (Metro Manila) and the implementation team. You will know your consultant before you sign.
What is the first step?
A privacy gap assessment: we map your processing, contracts and DPA obligations against ISO/IEC 27701:2025 and hand you findings, plan and a detailed proposal. Request it through our Customer Success team.

What ISO 27701 certification costs in the Philippines
Every credible number comes from your actual scope — but you deserve a realistic planning corridor, not a blank “contact us”. For a typical Philippine SME targeting ISO 27701, plan for:
- Sterling consulting (gap analysis, documentation, implementation support, internal audit): ₱230k–₱570k.
- Accredited certification-body audit fees (paid to the certification body, not to Sterling): ₱270k–₱720k.
- Indicative planning total: ₱500k–₱1,290k.
We show the certification-body fees separately and never mark them up — an honest consultant always does. Your exact figure exists only after a gap assessment. The main cost drivers: company size and number of sites, process complexity, how mature your current system is, the scope you certify, your choice of certification body, and whether you run the system on software (Effivity and Vegam AI) or spreadsheets.
