Sterling Design™: we develop, you implement — under expert guidance
Sterling Design™ is Sterling’s default engagement mode for organisations in the Philippines: our consultants develop your ISO or GRC management system — gap assessment, documentation, training and internal audit — while your team implements it under our guidance, so capability stays in-house. The system is built to pass audit by an independent, accredited certification body.

One operating system, five services — see how they fit together →
Design™ is the default mode of Sterling OS™ and includes all the essentials: Sterling develops your management system — gap assessment through certification-body audit support — while your team implements it under our guidance. The result is a system that passes an accredited audit because it actually runs, operated by people who understand it because they built the muscle themselves. Certificates arrive; capability stays. That second outcome is the quiet economics of Design: every peso spent buys both the certificate your client or tender demands and an internal team that never needs to buy it twice.

You’re here if: you need certification for a tender or client contract and have a team able to implement with coaching · you’re adding a standard to an existing system · a previous attempt produced documents but no working practice — and you want your people to own it this time.
Who typically chooses Design™
SMEs with a capable coordinator — an operations manager, a QA officer, an engineer with bandwidth — who can carry implementation tasks between our sessions; growing companies that see the management system as infrastructure worth understanding, not paperwork worth outsourcing; and certified organisations adding a second or third standard — an ISO 9001 holder adding ISO 27001, or an ISO 14001 and ISO 45001 integration — whose teams already know the rhythm and need development plus direction rather than hand-holding. If none of that describes your organisation, read the Drive™ comparison below before deciding — the honest answer is sometimes the other door.
Not sure which standard you need yet?
Design™ answers how your system gets implemented. If the what is still open — which standard your clients, tenders or regulators actually require — settle that first: our two-minute Standards Selector maps your industry and your buyers’ demands to the right standard. Then come back and choose your mode.
What’s included
Documented gap assessment. We examine your actual operations against every requirement of the target standard — onsite or remote — and produce a clause-by-clause report of what already complies (usually more than you expect), what needs building, and what needs changing. This document becomes the project’s map and your first piece of audit evidence.
Implementation roadmap. The gap findings sequenced into a dated plan with named owners on both sides — what Sterling develops, what your team implements, and when each milestone is reviewed.
Full documentation set, written in your language. Policies, procedures, work instructions and formats developed by Sterling to fit how your business actually operates — not template-speak with your logo pasted on. Documents your staff recognise are documents your staff follow.
Role-based training with records. Awareness sessions for everyone in scope, deeper training for process owners, and attendance records that become audit evidence.
Guided implementation with milestone reviews. Your team runs the processes, keeps the records and applies the training; we review at each milestone, correct drift early, and coach your coordinator into the system’s long-term owner.
Internal audit by practising Lead Auditors, with a findings report your team helps close — the dress rehearsal that makes the real audit uneventful.
Management-review facilitation, producing the decisions, minutes and actions the standard requires and auditors examine.
Certification-body support: selection assistance (accredited bodies only — every certificate traceable via PAB or IAF CertSearch), Stage 1 and Stage 2 audit support, and closure support for any findings.
Everything runs in Effivity — included for up to 5 users at no added fee, for as long as you remain a Sterling client (worth US $5,000 a year) — so day one of certification is day one of a digital system. See Automate™ for the digitisation service itself.
Your first 30 days
Week 1 — kickoff, coordinator appointed, gap assessment scheduled and conducted. Week 2 — gap report delivered and walked through with management; roadmap agreed and signed. Weeks 3–4 — documentation development begins on the highest-impact processes, first training session delivered, your Effivity instance configured and your team inside it. By day 30 you have a map, a plan, live software, and momentum — not a proposal and a wait.
Entry criteria: management sponsorship, a named coordinator, and team hours for implementation. Exit criteria: accredited certificate issued; system running in Effivity; your team operating it without us. Consultant dependency is a design flaw, not a revenue strategy.
Design™ or Drive™ — the one-question test: who does the implementing?
| Design™ (guided) | Drive™ (outsourced) | |
| Who develops the system | Sterling | Sterling |
| Who implements it | Your team, under our guidance | Sterling, with your team |
| Your team’s time | Project hours weekly | Review meetings, training, audit interviews |
| Best when | Bandwidth exists; capability-building matters | No bandwidth; hard deadline; vacant compliance role |
| What you keep afterwards | In-house muscle | Documented handover, optional ongoing support |
| Cost | Base band | Above base — the effort moves to us |
| Ownership & audit answerability | Yours — always | Yours — always |
What it costs: every Design™ proposal is fixed-scope — the number you sign is the number you pay — and certification-body fees are always stated separately as the CB’s own line. Your investment depends on three things: the standard(s) in scope, your organisation’s size and complexity, and how much of a working system already exists. The full mechanics are in our process & cost guide. Timeline: 45–90 days for a single-standard Philippine SME.

Frequently asked questions
How is Design™ different from ordinary ISO consulting? Design is a defined product: countable deliverables, entry and exit criteria, fixed-scope pricing, and a published exit definition — your team operating the system without consultants. Generic consulting sells hours; Design sells a working, accredited, digitally-run management system plus the internal capability to keep it that way.
How much of the work does my team actually do? Your team implements: running the processes, keeping the records, applying the training — under Sterling’s structured guidance and milestone reviews. We develop everything and coach the execution. That division is deliberate: auditors interview your people, and a system your team implemented is one your team can defend and improve.
Which certification body will I get? Your choice from accredited bodies — Sterling supports selection but never issues certificates, because ISO/IEC 17021-1 separates consultants from certifiers. Every certificate facilitated through Design is traceable via PAB or IAF CertSearch, and we put that traceability in writing.
What does the gap assessment actually include? A clause-by-clause examination of your real operations against the full standard — documents reviewed, processes observed, people interviewed — producing a written report of what already complies, what needs building and what needs changing, with priorities. It is the project’s foundation document and typically reveals you’re further along than you feared.
We started with another consultant and stalled — can Sterling take over mid-implementation? Yes, and it’s common. We assess what exists, keep everything that’s genuinely usable, and restart the roadmap from reality rather than from zero. You pay for the remaining distance, not the journey twice — and the gap assessment tells both of us exactly what that distance is before you commit.
