Zamboanga City runs on sardines. Eleven canned-sardine corporations operate twelve plants here, supplying roughly 85 to 90 per cent of the country’s canned sardines, supported by four tin-can makers and four ship repair yards, and the trade accounts for about 70 per cent of the city’s economy. Those canneries sell into supermarket chains and export markets that audit their suppliers, which is why HACCP, ISO 22000 and halal certification are ordinary business requirements on the peninsula rather than badges. Behind them stand seaweed farmers and carrageenan processors, rubber and coconut-oil mills, the Zamboanga City Special Economic Zone and Freeport at San Ramon, the port on R.T. Lim Boulevard, an 800-bed DOH medical centre and several universities.

Sterling has run a Philippine practice since 2009 and covers Zamboanga City, the three Zamboanga provinces and Isabela City from Sterling’s own Davao premises (1103 Ayala Business Center, Talomo, Davao City 8000), with local Filipino lead auditors doing the implementation, training and internal audit. The certification decision belongs to an accredited certification body the client appoints; Sterling issues nothing.

How Sterling serves Zamboanga from Davao

Distance sets the working pattern. The road from Davao runs through Cagayan de Oro and takes close to eleven hours, so the team flies: Cebu Pacific and Cebgo operate a direct Davao–Zamboanga service of under two hours, and the airport at Barangay Canelar is inside the city. A consultant arrives for a block of three to five consecutive days, works through plant, office and records, then continues online. Under Sterling OS™ the client chooses between Design™, where Sterling coaches an in-house food-safety lead who writes and runs the system, and Drive™, where Sterling’s team does the writing, training and internal auditing and the owner signs off. Sustain™ then manages the surveillance cycle and Revise™ the edition transitions. Internal auditor and lead auditor training, five days and 40 hours, is delivered in-house in Zamboanga for a cannery’s supervisors or attended publicly in Davao; see the training courses page.

Zamboanga Peninsula work is directed from the Davao office, led by Ann Reyes, Lead Auditor, Lead Implementer and Trainer (landline +63 2 7624 7648; mobile +63 977 815 1204; email info@iso-certification.ph). A first conversation usually settles which standards the buyers want.

The closed season and the audit calendar

Sardine fishing in the East Sulu Sea, Basilan Strait and Sibuguey Bay has been closed from 1 December to 1 March each year since a 2011 joint administrative order, with the dates fixed by BFAR Administrative Circular 255 in 2014; the peninsula lands about 46 per cent of the national sardine catch. That calendar decides when a cannery can host an auditor: the certification body needs to see the line running, so stage-two audits and surveillance visits are planned for the fishing months, while the closed season is the natural time for documentation, training, internal audits and management review. Certification bodies holding accreditation from UKAS, DAkkS, ANAB, JAS-ANZ or the Philippine Accreditation Bureau cover Zamboanga from Metro Manila by air and commonly review documents remotely first; SGS Philippines lists no Zamboanga office, its nearest being Davao and Cagayan de Oro. On the floor the auditor traces one lot from fish receiving through cooking, packing, sauce filling, seaming and retorting to the warehouse, asking for histamine monitoring, retort records, seam evaluations, water potability results and the recall test. Sterling’s pre-assessment audit is timed a few weeks ahead, during the season.

The Freeport, city tenders and DPWH

The Zamboanga City Special Economic Zone Authority and Freeport was created by Republic Act 7903 in 1995 and began operating in 1996; its programme pairs halal manufacturing, coconut products and tropical-fruit farming with a bulk fuel terminal and wastewater treatment, and a TESDA skills centre opened on 8 September 2026, a day after business matching with Malaysian manufacturers. Locators selling halal products abroad combine halal certification with ISO 22000, since importers ask for both. Suppliers to the city government and to regional offices in Zamboanga should read the government agencies guide; contractors should note DPWH Department Order No. 110, series of 2024, which requires ISO 9001 of Medium “A” contractors from 1 January 2026, having already covered Medium “B” from 1 July 2025 and Large “A” from 1 January 2025; the DPWH contractors guide explains the scope bidding committees check.

ISO 9001:2026 and ISO 14001:2026 on the peninsula

For Zamboanga’s canneries and BPO floors the current quality standard is the sixth edition, the ISO 9001:2026 standard of 16 September 2026; an existing ISO 9001:2015 certificate has until 30 September 2029 to complete its transition, and ISO 14001:2026, published on 15 April 2026, closes its own transition on 30 April 2029. Detail is on the ISO 9001:2026 transition hub and its environmental counterpart, the ISO 14001:2026 transition hub, which links a free ISO 14001:2026 gap check. For a sardine cannery the environmental edition’s requirement to consider climate change lands on real numbers: the closed season exists to protect the stock, and effluent, water and energy performance on a coastal site are what the auditor will examine. For a seaweed exporter the quality edition’s treatment of external providers reaches down to the farmers who supply raw dried seaweed; the ISO 9001:2026 risk register format documents that chain.

What decides cost and timing

Sterling quotes after seeing the plant. Workforce size and shifts, the standards combined in one certification, whether a HACCP plan or an ISO 9001 system already exists, the number of sites, and the audit days the certification body assigns including travel to Zamboanga all move the figure. The certification cost page explains those drivers, the ISO 9001:2026 transition cost page covers the edition change, and the ISO gap-analysis tool sizes the job before any commitment.

Frequently asked questions about ISO certification in Zamboanga

Can a sardine cannery be audited during the closed season? A certification audit needs to see production, so stage-two and surveillance visits are booked between March and November when the line runs. The closed months are used for documentation, training, the internal audit and management review, so the plant enters the fishing season audit-ready.

Do our export buyers want HACCP, ISO 22000 or FSSC 22000? Most Asian and Middle Eastern importers accept HACCP with halal; ISO 22000 is the common request from distributors wanting a full management system; FSSC 22000 or BRCGS appears when a European or North American retailer is the end customer. Sterling builds one system certifiable at the level the buyer specifies.

How does a Sterling consultant get to Zamboanga, and how often? By the direct Davao–Zamboanga flight, which takes under two hours. Site work is arranged in blocks of several consecutive days, with document review, corrective-action follow-up and management-review preparation done online between blocks, so travel stays proportionate to the plant.

Is halal certification part of an ISO project, or separate? Separate certificates, but one set of controls. Halal requires segregation, approved ingredients and sourcing rules; ISO 22000 requires hazard control and traceability. Sterling documents both in the same prerequisite programmes and records so that the halal certifier and the ISO auditor read the same evidence.

Which certification bodies come to Zamboanga? Accredited bodies serve the city from Metro Manila, flying auditors in for the site days and reviewing documents remotely beforehand; SGS Philippines’ nearest listed offices are Davao and Cagayan de Oro. Sterling works with any accredited body the client or its customer chooses.

Does a ZamboEcozone locator need ISO 9001 to keep its registration? Registration does not depend on ISO 9001, but locators selling halal food, coconut products or outsourced services abroad are asked for it by customers, and the zone’s programme emphasises export-ready manufacturing. Sterling scopes the certificate to the locator’s registered activity so it matches the zone paperwork.
