ISO certification in Taguig and Bonifacio Global City

Taguig held 26 per cent of Metro Manila’s office market in 2023, almost all of it on the 240 hectares of Bonifacio Global City and the estates around it. The companies there that come to Sterling are regional headquarters with a group compliance function, IT-BPM and fintech operators audited yearly by overseas clients, and listed firms around the Philippine Stock Exchange tower opened at One Bonifacio High Street in 2018. To the south, a different Taguig asks for different standards: food and logistics locators in the FTI Special Economic Zone, manufacturers in Western Bicutan, Bagumbayan and Tanyag, and the laboratories of the DOST compound.

The Kalayaan Flyover, opened in January 2000, carries traffic from Gil Puyat Avenue in Makati over EDSA to Kalayaan Avenue and 32nd Street in BGC. Industry accounts for 10.9 per cent of Taguig’s economy, and the 2024 population of 1.3 million makes it the country’s fifth most populous city.

Who sets the requirement: PEZA, BCDA, regulators and the city

BGC is run by the Fort Bonifacio Development Corporation, a 1995 joint venture in which the Bases Conversion and Development Authority holds 45 per cent, and the BCDA itself tenders works inside the estate, from its own corporate headquarters to utility relocation along 8th Avenue. Contractors bidding for those packages, and for the Bonifacio Capital District that Megaworld and the BCDA are building south of BGC around the New Senate Building, are the firms the DPWH contractors guide is written for.

Taguig’s jurisdiction over Fort Bonifacio and the ten Embo barangays was settled by the Supreme Court in 2022 and 2023, so business permits, LGU procurement and local taxes for BGC firms run through Taguig City, which procures under the New Government Procurement Act (Republic Act 12009) with implementing rules in force since February 2025; suppliers should read the government agencies guide. PEZA locators face a different pressure: overseas principals write ISO/IEC 27001 or SOC 2 into the service contract and audit it yearly; Sterling’s customer-audit assistance covers that audit.

Audit day in a BGC tower or a Bicutan plant

Accredited certification bodies (UKAS, ANAB, JAS-ANZ, DAkkS or Philippine Accreditation Bureau accreditation) send auditors to Taguig from their Metro Manila offices. In a BGC tower the auditor spends the opening hour on scope and the physical boundary, because a shared PEZA floor must show its own access control, clean-desk practice and visitor log; cloud evidence is reviewed remotely and the on-site day kept for interviews. In a Bicutan or FTI plant the emphasis reverses: the auditor walks the line, checks calibration records against DOST-ITDI or private laboratory certificates, and inspects chemical storage and permits-to-work.

The 2026 editions: ISO 9001 and ISO 14001 in Taguig

The sixth edition of ISO 9001 (ISO 9001:2026) appeared on 16 September 2026, and holders of ISO 9001:2015 certificates have until 30 September 2029 to complete the move. For BGC service firms the practical work is evidencing quality culture on a 24-hour floor: how a night shift raises a concern and how ethical behaviour is reinforced at onboarding. For lakeshore and Bicutan sites, the ISO 14001:2026 requirement to consider climate change is concrete: Laguna de Bay flooding and heat stress in plants belong in the context and risk analysis. Frequently asked questions about ISO certification in Taguig

Can a PEZA IT locator in McKinley Hill certify only its Taguig floor, not the parent abroad? Yes. Scope is defined by legal entity, site and process, so a Philippine subsidiary can certify its McKinley Hill operations alone. The auditor will still ask how group policies reach the floor and which controls the parent provides, and those interfaces must be documented.

How long does the trip from Sterling’s office to BGC take? Which standards do FTI food locators need? Buyers and export markets usually ask for HACCP as the minimum and ISO 22000 or FSSC 22000 for retailer and multinational supply, with ISO 9001 alongside when the site also handles non-food goods. Cold-chain and transport operators are increasingly asked for ISO 28000 as well.

Does the Embo barangay transfer affect our permits and certificates? Business permits and local taxes for Fort Bonifacio and the ten Embo barangays run through Taguig City following the Supreme Court decisions of 2022 and 2023. An ISO certificate is unaffected, but the site address on it should match the current permit, so update it at the next surveillance audit.

Can DOST-ITDI test results be used as calibration evidence? Yes. ITDI’s Standards and Testing and National Metrology divisions at the DOST compound in Bicutan issue reports that serve as external calibration and test evidence for ISO 9001 and ISO/IEC 17025 systems, provided the report covers the instrument and is still valid.
