ISO certification in Subic

ISO 9001:2026 is published. Certified to ISO 9001:2015? Sterling makes your transition smooth, easy and successful.

Gap assessment, documentation update, training, internal audit and support through your transition audit, delivered end to end by our expert, experienced, professional and friendly local Filipino lead auditors.

Subic Bay’s demand for certificates follows the freeport’s own structure. The Subic Bay Metropolitan Authority registers locators through separate business and investment departments for manufacturing and maritime, logistics, ICT, leisure and general business, and each has customers who audit: the shipping line calling at the container terminal, the overseas principal behind a Subic Techno Park plant, the offshore client of an ICT floor. An ISO certificate is the shortest answer to most of those audits.

Sterling International Consulting serves the freeport, Olongapo and the Zambales and Bataan towns around the bay from its Makati head office, with local Filipino lead auditors travelling up SCTEX for site days. Sterling is not a certification body; the certificate is issued by an accredited body the client selects.

Inside the fence: what Subic Bay makes, ships and repairs

The Subic Bay Freeport Zone spans 67,452 hectares of Olongapo City, Subic town, Hermosa and Morong, of which 14,000 hectares are fenced and 2,800 are suitable for development. In 2025 it employed about 171,653 workers, and the SBMA’s port operations group earned ₱874 million in the first half of 2026, up from ₱806 million a year earlier.

The SBMA’s rulebook and its tenders

A Subic locator deals with the SBMA as landlord, regulator and, often, customer. The authority’s Ecology Center handles environmental compliance inside the zone and its Building Permit and Occupational Health and Safety Department covers construction and workplace safety, so Sterling builds the ISO 14001 and ISO 45001 registers from the permits and inspection records those offices already demand. The SBMA Procurement Department posts requests for quotation, invitations to bid and negotiated-procurement notices on its Bid Opportunities page (latest entries 18 September 2026); bidders there or at Olongapo City Hall should read the government agencies guide. Contractors bidding DPWH works in Zambales and Bataan come under Department Order No. 110, series of 2024, which phased in the ISO 9001 requirement by contractor category; the DPWH contractors guide lists the dates.

What the certification audit looks like in the freeport

Accredited certification bodies, whether their accreditation comes from JAS-ANZ, UKAS, DAkkS, ANAB or the Philippine Accreditation Bureau, send auditors from Metro Manila; none has a verified office inside the zone. For a terminal operator or forwarder the auditor walks the yard and the bonded warehouse and traces one shipment from gate-in to release, checking seal control and customs records for ISO 28000 or C-TPAT. In a shipyard the ISO 45001 portion dominates: hot-work permits, confined-space entry, lifting-gear certificates, subcontractor control. A plant with a Japanese or Korean parent is often audited as a site under a group certificate; Sterling’s pre-assessment audit and internal auditing service prepare it.

From Makati to the Tipo gate

Expressway.PH estimates 2.5 to 3 hours from Manila to Subic by NLEX and SCTEX, with the 8.8-kilometre Subic Freeport Expressway running from Dinalupihan into the zone. Clark is about 40 minutes back along SCTEX, so Sterling schedules Subic work in two- or three-day blocks paired with Clark visits, with desk work done online between blocks.

Under Sterling OS™ a locator with its own QA or HSE staff usually takes Design™; a shipyard subcontractor or a forwarder without a compliance team takes Drive™, where Sterling writes, trains and audits. Sustain™ runs the surveillance cycle and Revise™ the move to a new edition. The five-day, 40-hour internal auditor and lead auditor course can be run inside the freeport for a group of locators (training courses page). Sterling has operated in the Philippines since 2009.

Subic, Olongapo, Zambales and Bataan clients are looked after by the Makati head office, led by Mark Santos, Lead Auditor, Lead Implementer and Trainer (Subic enquiries: +63 2 7624 7648 landline, +63 977 815 1204 mobile, info@iso-certification.ph).

ISO 9001:2026 and ISO 14001:2026 on Subic Bay

ISO 9001:2026, the sixth edition of the quality standard, appeared on 16 September 2026, and the transition period for ISO 9001:2015 certificates ends on 30 September 2029; ISO 14001:2026 appeared on 15 April 2026, and its own transition runs to 30 April 2029. Clause-by-clause changes are on the two hubs, ISO 9001:2026 transition and ISO 14001:2026 transition, and the ISO 14001:2026 gap check is free.

For Subic the environmental edition is the sharper one. A terminal, shipyard or plant on the bay operates inside a fenced zone with its own Ecology Center, so the ISO 14001:2026 expectations on climate-related risk and organisational context are best met by lifting typhoon, flood and spill scenarios from the locator’s existing emergency plans into the register.

Cost drivers for a Subic Bay project

What moves the quote is scope: one standard or an integrated QHSE system, a single warehouse or a yard with subcontractors on site, day shift only or round-the-clock operations, and the audit days the certification body assigns. The mechanics are on the ISO 9001:2026 transition cost page and the certification cost page; the ISO gap-analysis tool sizes the work before any quote.

Frequently asked questions about ISO certification in Subic

Which certificate does a Subic forwarder need for shipping-line and customs audits, ISO 9001 or ISO 28000? Both are common. ISO 9001 covers the booking-to-release process and customer complaints; ISO 28000 adds supply-chain security controls such as seal management, container inspection and personnel screening that principals ask about. Sterling builds one integrated system that answers both audits.

Can a ship-repair subcontractor at the Agila Subic yard get ISO 45001 on its own? Yes. The subcontractor is certified for its own scope, such as blasting and painting or steel fabrication, and the yard’s permit-to-work and induction rules become inputs to its system. Sterling documents that interface so the certification body sees who controls which hazard.

How long does a Sterling lead auditor take to reach Subic from Makati? Expressway.PH estimates 2.5 to 3 hours by NLEX, SCTEX and the Subic Freeport Expressway, so Sterling books two or three consecutive days inside the freeport rather than single-day visits, and pairs Subic with Clark, which is about 40 minutes away along SCTEX.

Does the SBMA require ISO certification to register or renew a locator? Sterling has not seen ISO certification listed as an SBMA registration condition; the pressure comes from customers, parent companies and tender bodies. What the SBMA does require, through its Ecology Center and its building and safety department, are permits and inspections that a well-built ISO 14001 or ISO 45001 system reuses.

Our Olongapo hotel and tour operation wants a standard that resort brands recognise; which one? ISO 22483 is the tourism and hospitality standard, often combined with ISO 9001 for the booking and events side and with HACCP for the kitchens. Sterling scopes the three together so that one audit visit covers the property and the tours.

Can a Subic locator be covered by its Japanese parent’s group certificate instead of holding its own? Often yes, provided the parent’s system is genuinely applied at Subic and the certification body includes the site in its sampling plan. Sterling prepares the plant for that sampled audit or, where the parent prefers, arranges a separate certificate with the same body.
