Quezon City is the largest local government in the Philippines by population, with 3.08 million residents counted in 2024 and 69,800 registered businesses at the end of 2021. Demand for certification comes from PEZA-registered IT parks at Eastwood, Commonwealth Avenue and C-5, whose tenants are asked for ISO 27001 and SOC 2 by overseas principals; from the East Avenue hospital cluster; from national agencies around Elliptical Road working under the Government Quality Management Programme; from two broadcasting campuses in South Triangle; and from warehouses and truck operators at Balintawak, where EDSA meets the North Luzon Expressway.

Sterling International Consulting implements the management system and prepares the organisation for audit; the certificate itself comes from an accredited certification body the client chooses. Quezon City work is delivered by local Filipino lead auditors from the Makati head office, with document review handled remotely.

What Quezon City’s growth centres ask for

Each growth centre named in the city’s investment plan — Araneta Center and Eastwood, the UP Diliman “knowledge district”, Balintawak–Muñoz — brings its own buyer requirement, and the plan lists logistics, ICT, education and health, manufacturing and green infrastructure as priorities.

Quezon City Hall as a certified buyer

The Quezon City Government displays an ISO 9001:2015 certificate issued by TÜV Rheinland on its official website, and its procurement portal separates goods and services, infrastructure and consultancy tenders. Executive Order 605 directs national agencies, GOCCs and state universities to certify and only encourages LGUs, but the Elliptical Road and East Avenue agencies fall within it; the GQMP guide covers their transition.

SP-3296, series of 2024, gives enterprises with assets above PHP 15 million a two-year exemption from business, franchise and real property taxes when they set up or expand, with an extra year for priority sectors. The Quezon City Green Building Code of 2025 applies in phases to new construction and major renovations and covers energy, materials and waste, water and indoor environmental quality — a natural fit with ISO 14001 for developers and campus operators. Contractors bidding DPWH works should read the DPWH contractors guide, which covers Department Order 110 of 2024. The city reported the highest LGU revenue in the country for 2024, PHP 31.4 billion.

Audits across 136 square kilometres

The certification bodies — accredited under UKAS, ANAB, JAS-ANZ, DAkkS or the Philippine Accreditation Bureau — keep their Philippine offices in Metro Manila and treat Quezon City as home ground. The city’s size still shapes the plan: a contact centre with floors in Cubao and Eastwood is scoped as a multi-site certificate with sampled visits, a 24-hour BPO floor is audited across shifts, and a hospital audit follows ward rounds rather than office hours. Sterling’s internal audit service and a pre-certification audit come first, so findings are closed before the body arrives.

ISO 9001:2026 and ISO 14001:2026 for Quezon City organisations

Published on 16 September 2026, the ISO 9001:2026 standard is the sixth edition; an ISO 9001:2015 certificate has to be moved across before its transition period closes on 30 September 2029. ISO 14001:2026 appeared on 15 April 2026 with a transition period ending on 30 April 2029.

BPO floors will be asked to show quality culture and ethical behaviour as lived practice across shifts. Campus operators under the Green Building Code gain a direct link between the code’s five areas and the ISO 14001:2026 environmental programme, including the climate-change consideration for riverside sites such as Bridgetowne. EO 605 agencies must fit transition audits into existing surveillance cycles. Start at the ISO 9001:2026 hub, the ISO 14001:2026 hub and the free ISO 14001:2026 gap check.

Sterling’s route into Quezon City

Consultants travel from The Valero Tower in Salcedo Village, Makati, the base of Sterling’s Philippine practice since 2009. Rome2rio lists the Makati–Quezon City run at about 13 kilometres, 19 minutes on the MRT-3 and roughly 14 minutes by car without traffic; the 2025 TomTom index measured 31 minutes 45 seconds per 10 kilometres in the Metro Manila centre, which is why northern Quezon City visits are booked as full days. Design™ is the guided route, where the client’s own team does the work with Sterling directing each stage; Drive™ is fully managed, with Sterling running the programme from gap analysis to the certification audit. Within the Sterling OS™ delivery system, Sustain™ keeps the system audit-ready through the surveillance years. Five-day, 40-hour internal auditor and lead auditor courses run publicly in Makati or in-house; see training courses.

Budget and schedule drivers

Quotations depend on floor and seat count (a 1,500-seat BPO needs more audit days than a 40-person agency office), on whether ISO 27001 is combined with ISO 9001 and SOC 2, on the maturity of existing controls and on the certification body’s rates. Figures are not published here; the cost guide, the ISO 27001 cost page and the ISO 9001:2026 transition cost page explain the drivers, and the free gap-analysis tools for 20 standards show where a system stands.

Frequently asked questions about ISO certification in Quezon City

Does a BPO in Eastwood or the UP TechnoHub need ISO 27001, SOC 2 or both? It depends on the client base. A United States principal usually asks for a SOC 2 report; European and Australian principals more often specify ISO 27001; healthcare accounts add HIPAA. Sterling maps the three onto one control set so evidence from a Quezon City floor serves every report.

We have seats in Cubao and Bridgetowne — how is a multi-site audit scoped? The certification body treats the organisation as multi-site when the sites run the same processes under one management system. It audits the central functions every year and samples the sites, so both locations sit on one certificate at fewer audit days than two certificates.

Is Quezon City Hall itself ISO certified, and does that affect suppliers? The city government displays an ISO 9001:2015 certificate from TÜV Rheinland on its website. Certification of the LGU does not oblige suppliers to certify, but bids and awards committees ask for quality documentation at post-qualification, and a certified supplier answers with its certificate and audit records.

Do the SP-3296 tax incentives require ISO certification? No. The 2024 ordinance grants tax exemptions to medium and large enterprises registering with the city’s investment promotions office; ISO certification is not a condition. Firms relocating under it often certify in parallel because their customers expect it, and a new site is the easiest moment to build a system.

How do the East Avenue hospitals fit ISO 9001 with DOH licensing? DOH licensing and PhilHealth accreditation set the minimum; ISO 9001 organises how a hospital meets and monitors them, and ISO 15189 covers the laboratory. Sterling builds the quality system around the departments the licence already inspects, so records serve both the DOH inspector and the certification auditor.

How long does the Sterling team take to reach Novaliches or Fairview? Longer than Cubao or Eastwood: Rome2rio puts Makati to Quezon City at 14 minutes without traffic, but the TomTom index shows the city-centre average above 31 minutes per 10 kilometres. Northern visits are therefore booked as full days, with document review done remotely between them.
