ISO certification in Parañaque

Parañaque earns its living at the edge of an airport. The freight forwarders and bonded-warehouse operators along Ninoy Aquino Avenue, Pascor Drive and the Cargo Village complex behind NAIA are asked for ISO 9001 and ISO 28000 by the shippers and carriers that contract them. On the reclaimed ground of Bay City, three integrated resorts and the towers of Aseana City bring a second kind of buyer, asking for ISO/IEC 27001, PCI DSS and business-continuity evidence. Inland, the warehouses of Don Bosco, Sun Valley, Marcelo Green and the West Service Road face customer audits against ISO 9001, ISO 14001 and ISO 45001.

Sterling International Consulting prepares all of them from its Makati head office, one Skyway run north of the airport: it builds and trains the system and audits it before the certification body does. The certificate comes from an accredited body the client appoints; Sterling sells none.

The cargo belt behind NAIA

NAIA straddles the Pasay–Parañaque boundary. In 2024 it handled 616,478.52 tonnes of cargo, 26.88 per cent more than in 2023, and since 14 September 2024 it has been run by New NAIA Infra Corporation, a San Miguel-led consortium, on a 15-year contract. Seven customs bonded warehouses serve the airport, four tied to one carrier and three open to all, and only two have direct ramp access, which the Inquirer linked to release delays. The Department of Trade and Industry’s May 2025 directory of freight forwarders lists more Parañaque addresses than those of any other city, clustered in Barangays San Dionisio and Sto. Niño.

What the auditor checks at a bonded warehouse and a resort

Auditors from bodies accredited by UKAS, ANAB, DAkkS, JAS-ANZ or the Philippine Accreditation Bureau come from Metro Manila offices and usually read documents by screen share before the site days. At a Pascor Drive forwarder the auditor follows one consignment from booking to release: customs accreditation, seal and access control on the bonded area, screening and dangerous-goods records. In a resort the visit splits between the commissaries, where HACCP plans are read, and the cage and card systems, where PCI DSS evidence is sampled. A forwarder with branches at other gateways can hold one multi-site certificate: the Parañaque office is audited every cycle, the branches sampled.

Getting there from Salcedo Village

City hall, PEZA and the DPWH

Parañaque City issues permits through its Pque-EBOSS platform, which merged the requirements into one integrated permit in February 2026. Its procurement follows Republic Act 12009, under which the award can go to the most economically advantageous responsive bid, with price weighted between 15 and 40 per cent and quality scored on technical merit, track record and after-sales service; an ISO 9001 certificate is direct evidence under those headings (see the government agencies guide). PEZA locators’ overseas principals write ISO/IEC 27001 or SOC 2 into service contracts. DPWH bidders fall under Department Order No. 110, series of 2024, which brought Large “A” contractors under the ISO 9001 rule on 1 January 2025, Medium “B” on 1 July 2025 and Medium “A” on 1 January 2026 (DPWH contractors guide, construction page).

ISO 9001:2026 and ISO 14001:2026 on reclaimed ground

ISO 9001:2026, the sixth edition, appeared on 16 September 2026; a certificate to ISO 9001:2015 has to be moved across before the transition window shuts on 30 September 2029. ISO 14001:2026 came out on 15 April 2026 with a transition running to 30 April 2029. Bay City is reclaimed land west of Roxas Boulevard and CAVITEX, and Freedom Island, the Parañaque part of the 181.63-hectare wetland protected under Republic Act 11038, lies just offshore, so a resort, tower or terminal there must show under ISO 14001:2026 that storm surge, flooding and the wetland’s protected status were weighed as climate-related issues. Frequently asked questions about ISO certification in Parañaque

ISO 9001, ISO 28000 or C-TPAT first for a forwarder on Ninoy Aquino Avenue? ISO 9001, because it documents the booking, handling and release process the other two build on. ISO 28000 adds a security-risk assessment and controls over the bonded area and the truck leg; C-TPAT is a United States Customs programme importers ask forwarders to join. One manual serves all three.

Does a customs bonded warehouse licence make ISO certification unnecessary? No. The licence is a Bureau of Customs permission to hold goods under bond; ISO 9001 or ISO 28000 is a customer’s assurance that the processes inside are controlled and checked by an independent body. Shippers ask for both, and the auditor reads the licence conditions as evidence.

Can an ISO/IEC 27001 audit of a PEZA floor in Aseana be done partly online? Yes. Accredited bodies commonly review policies, risk assessments and cloud logs by screen share and keep the site day for access control, the clean-desk walk and interviews. PEZA registration belongs to the building; the scope follows your floors, people and client contracts.

Which standards apply across an Entertainment City resort? Commissaries and restaurants are audited to HACCP or ISO 22000; card payments at the cage, hotel desks and shops bring PCI DSS; guest and player data bring ISO/IEC 27001 and the Data Privacy Act; housekeeping, engineering and events bring ISO 45001, each scoped to its department.
