ISO certification in Cavite
Gap assessment, documentation update, training, internal audit and support through your transition audit, delivered end to end by our expert, experienced, professional and friendly local Filipino lead auditors.
Cavite is the most populous province in the country, with 4,573,884 residents in the 2024 census, and one of its most industrialised: export locators in the Cavite Economic Zone at Rosario and General Trias, Gateway Business Park, the First Cavite Industrial Estate in Dasmariñas and the eight industrial complexes along Governor’s Drive in Carmona make electronics, automotive parts, garments, packaging and processed food for Japanese, American, Korean and European principals. Those principals audit. A Japanese principal wants ISO 9001 and ISO 14001 before a purchase order moves; a car-maker’s tier-one supplier asks its Cavite sub-supplier for IATF 16949; an apparel brand sends a social-compliance auditor.
Sterling International Consulting has run its Philippine operation since 2009 and covers Cavite from the Makati head office by CAVITEX, the Muntinlupa–Cavite Expressway and CALAX. Local Filipino lead auditors build the management system with the plant’s own engineers, run the internal audit and stand beside the client during the certification audit; the certificate comes from an accredited certification body of the client’s choosing, never from Sterling.

Sector guidance for the province: electronics and semiconductors, fashion and apparel, logistics and supply chain and tourism. Half of Cavite’s land is still farmed, and the Rosario fish port supports smoked-fish and fish-paste processors that come under the seafood processing page.
Getting an audit team to Rosario, General Trias and Carmona
Sterling’s consultants leave Makati by three routes. CAVITEX runs 14 kilometres from Roxas Boulevard to Kawit, with the Expressway.PH guide quoting 15 to 25 minutes to the Bacoor exit and 20 to 30 minutes to Kawit, from where the Antero Soriano Highway leads to Rosario and Tanza. The 4-kilometre Muntinlupa–Cavite Expressway joins SLEX to Daang Hari for Bacoor, Imus and Dasmariñas. For General Trias and Silang, SLEX and the 26 kilometres of CALAX now open from Mamplasan to Silang put the Governor’s Drive interchange 26 minutes from Biñan; Silang and Tagaytay are 45 minutes to an hour from Metro Manila. Carmona’s estates line Governor’s Drive itself.
Because the drive is real, Sterling batches Cavite work into consecutive plant days: process mapping and gap analysis in one block, documentation workshops in another, the internal audit and management review in a third, with document review and corrective-action follow-up handled online in between. Under Sterling OS™, a locator with a QA manager who wants to own the system chooses Design™, the guided route; a plant whose engineers are already stretched by customer audits chooses Drive™, where Sterling’s team writes, trains and audits and management approves. Sustain™ then carries the annual surveillance cycle, and Revise™ handles edition transitions. Internal auditor and lead auditor courses of five days and 40 hours run publicly in Makati or in-house inside the estate, which avoids gate passes for a room full of trainees; see the training courses page.
For the province, the local contact route runs to the Makati head office, led by Mark Santos, Lead Auditor, Lead Implementer and Trainer, whose team schedules the plant days; telephone +63 2 7624 7648 (landline) and +63 977 815 1204 (mobile); write to info@iso-certification.ph.

The logistics chain behind a Cavite exporter
Cavite’s export cargo no longer has to truck through Metro Manila. ICTSI’s Cavite Gateway Terminal at Barangay Capipisa East, Tanza, is a roll-on/roll-off container barge terminal that moves boxes across Manila Bay to the Manila International Container Terminal; it was built for 115,000 TEUs a year, was reported at inauguration to remove about 140,000 truck trips annually, and handles ISO tanks and reefers. Customers who buy under supply-chain-security programmes therefore ask Cavite shippers about C-TPAT and ISO 28000 alongside the quality certificate.
Air freight still leaves through NAIA. The Sangley Point airport remains a study: in May 2026 the United States Trade and Development Agency funded a feasibility study for Cavitex Holdings, and no construction timeline has been published that Sterling can cite.
PEZA, the provincial capitol and the DPWH
PEZA registration brings its own compliance calendar, and PEZA’s Environmental Safety Group screens locators’ environmental permit applications and monitors compliance under its agreements with the regulators, which is why Sterling aligns ISO 14001 aspects registers with the permits the locator already holds rather than inventing a parallel set. The Provincial Government of Cavite publishes its annual procurement plans, invitations to bid, notices of award and procurement monitoring reports on its Bids and Awards page; the updated FY 2026 plan was posted on 13 May 2026. Suppliers to the capitol, to the eight component cities or to national agencies should read the government agencies guide.
DPWH Department Order No. 110, series of 2024, requires ISO 9001 certification, in the 2015 edition or its latest version as the bidding documents specify, from Large “A” contractors since 1 January 2025, Medium “B” since 1 July 2025 and Medium “A” since 1 January 2026, with Large “B” firms already covered since 2011. Road, flood-control and building contractors working the CALAX corridor and the provincial road network should start with the DPWH contractors guide and the construction industry page.
The certification audit inside a PEZA zone
Accredited certification bodies, whether under UKAS, ANAB, JAS-ANZ, DAkkS or the Philippine Accreditation Bureau, cover Cavite from Metro Manila and quote the audit in days on site plus travel; some allow a remote day for records review when the plant’s systems are cloud-based. Inside the Cavite Economic Zone the auditor passes the zone gates, so names and identification go to the locator’s security desk before the audit date. On the floor the auditor follows a product from incoming inspection to shipping, checks calibration and traceability, reviews customer complaints and the corrective-action log, and, for ISO 14001 and ISO 45001, reads the discharge and hazardous-waste records and the safety committee minutes. Night shifts are interviewed where they exist. Sterling’s pre-assessment audit walks the same route a few weeks earlier.
The 2026 editions: what changes for a Cavite plant
The ISO 9001:2026 standard was published on 16 September 2026; a certificate to ISO 9001:2015 must be moved to the new edition before the transition period ends on 30 September 2029. ISO 14001:2026, published on 15 April 2026, has a transition ending on 30 April 2029. The ISO 9001:2026 transition hub explains the quality changes and the ISO 14001:2026 transition hub the environmental ones; the free ISO 14001:2026 gap check matches the ISO 9001 one.
For a Rosario or Tanza plant on the Manila Bay shore, the useful work in the environmental transition is bringing climate-related risk, from flooding to water supply, into context and planning with evidence rather than a sentence in the manual. For a tier-two automotive supplier, ISO 9001:2026’s treatment of risk and opportunity should be reconciled with the IATF 16949 risk analysis already in place; the risk register guide shows one worked format. The ISO 9001:2026 checklist is the quickest way for a QA manager to size the job.
Budget and timeline drivers for a Cavite plant
Sterling does not quote on a web page. The variables are the number of standards audited together, the headcount and shifts, whether the plant has a working system that only needs upgrading, the number of sites in the scope, and the audit days the body assigns. See the certification cost page and the ISO 9001:2026 transition cost page, and use the ISO gap-analysis tool to see where the effort will go.
Evidence without names
No Cavite client is named here. Signed feedback from certified companies is on the client feedback wall; the ISO and GRC case studies and the case studies by sector show what manufacturing, logistics and food engagements involved. Across 60+ countries the group has logged 8,100+ client engagements since 2002.

Frequently asked questions about ISO certification in Cavite
A Japanese customer is asking our Cavite Economic Zone plant for ISO 9001 and ISO 14001 together; can both be done in one project? Yes. Sterling builds an integrated system with one manual, one aspects-and-risks register and one internal audit, and the certification body audits both standards in a single visit, which cuts the audit days and the gate passes. Locators that already hold ISO 9001 add ISO 14001 by extending the existing procedures instead of duplicating them.
How long does it take a Sterling consultant to reach General Trias or Dasmariñas from Makati? By SLEX and CALAX, the Governor’s Drive interchange is about 26 minutes from Biñan; the Muntinlupa–Cavite Expressway and Daang Hari lead to Bacoor, Imus and Dasmariñas; CAVITEX puts Kawit 20 to 30 minutes from Parañaque. Times vary with Metro Manila traffic, so site days are booked in blocks and the drive is made once for several days’ work.
Does an automotive-parts maker in Gateway Business Park or FCIE need IATF 16949 as well as ISO 9001? If the customer is a vehicle assembler or a tier-one supplier, the purchase contract will usually say so. IATF 16949 is built on ISO 9001, so Sterling implements the quality system once and layers the automotive requirements, core tools and customer-specific requirements on top, then arranges the IATF-recognised certification body.
Our Carmona garment factory faces brand social-compliance audits; is that ISO? WRAP, Sedex membership and SMETA audits are not ISO standards, but they draw on the same records: working hours, wages, safety committee minutes, chemical storage, waste. Sterling prepares an ISO 45001 and ISO 14001 system in a form that also answers the brand’s audit checklist, so one set of documents serves both.
Can a certification body audit our Tanza logistics site partly online? Many accredited bodies allow a remote day for document and record review when the system is cloud-based, with the physical walk-through of the yard, the warehouse and the barge terminal interface done in person. Sterling agrees the split with the body in advance and makes sure the remote evidence is exportable.
We are a Cavite contractor bidding DPWH projects; when did ISO 9001 become mandatory for our size? Department Order No. 110, series of 2024, phased the requirement in by category: Large “A” contractors from 1 January 2025, Medium “B” contractors from 1 July 2025 and Medium “A” contractors from 1 January 2026, while Large “B” firms have been covered since 2011. Sterling prepares the quality system and internal audit so the certificate is in hand before the next bidding.
