Caloocan is the third most populous city in the National Capital Region, with 1.71 million people at the 2024 census, and it comes in two separate pieces. South Caloocan — 13.6 square kilometres around Monumento, Grace Park, Sangandaan and Maypajo — is the commercial and industrial half, where plastics and steel dominate. North Caloocan, 39.7 square kilometres taking in Bagumbong, Camarin, Tala and Deparo, is mostly residential but carries manufacturers in Bagumbong, Kaybiga, Llano and Tala. Together with Malabon, Navotas and Valenzuela the city forms the CAMANAVA belt, a short haul from the Port of Manila. Certification here is usually prompted by a customer’s supplier audit, an exporter’s accreditation or a tender.

Sterling is a consultancy, not a certification body: its local Filipino lead auditors build the system on the plant floor and rehearse the audit, and an accredited body of the client’s choosing issues the certificate. Caloocan is served from the Makati head office.

A city in two parts, and the belt around it

Area What is there Standards buyers ask for
South Caloocan (Grace Park, Monumento, Sangandaan, Maypajo) Plastics and steel industries, SM City Grand Central, LRT-1 Monumento and 5th Avenue stations, PNR Caloocan, 10th Avenue and 5th Avenue stations ISO 9001, ISO 45001, ISO 14001
North Caloocan (Bagumbong, Camarin, Tala, Deparo, Kaybiga, Llano) Manufacturers, the 25-hectare Victoria Wave Special Economic Zone in Tala, the DOH-run Dr Jose N. Rodriguez Memorial Hospital (2,000 beds), MRT-7 Sacred Heart and Tala stations under construction ISO 9001, ISO 45001, ISO 14001, ISO 15189 for hospital laboratories
Navotas The 47-hectare Navotas Fish Port Complex run by the PFDA, through which 70% of Metro Manila’s fish supply passes; fish trading, processing, cold storage and ship repair HACCP, ISO 22000, FSSC 22000, BRCGS, GMP
Malabon Sugar refining, patis (fish sauce) making, candle production and fishing, by the city’s own account ISO 22000, HACCP, ISO 9001
Valenzuela Described as a major economic and industrial centre, reached from NLEX and the NLEX Harbor Link at the Paso de Blas interchange ISO 9001, ISO 14001, ISO 45001, ISO 50001

The sector pages for manufacturing, fishing and seafood processing, food processing, chemicals and materials and logistics explain what each buyer group looks for, and ISO 9001 for manufacturers covers the plant-floor version of the quality standard.

Reaching Caloocan from Makati

Rome2rio lists Makati to Caloocan at 17 kilometres and 19 minutes by road in free-flowing traffic, or 32 minutes on the LRT-1 from Gil Puyat to 5th Avenue; Camarin Road in North Caloocan is 25 kilometres and 28 minutes without traffic. TomTom’s 2025 index put the Metro Manila city-centre average at 31 min 45 s for 10 kilometres, so a Sterling consultant treats a Grace Park visit as a half day and a Tala or Bagumbong visit as a full day. Truck operators use the NLEX Harbor Link section opened on 15 June 2020 between the Caloocan Interchange at C-3 Road/5th Avenue and Navotas: no truck ban applies on NLEX, so cargo moves round the clock, and the Mindanao toll plaza in Quezon City is 15 to 20 minutes from the Port Area.

Sterling has delivered Philippine engagements since 2009. A plant with a capable QA team usually takes Design™, the guided option; one without takes Drive™, the fully managed option. Both sit within the Sterling OS™ delivery system, and Sustain™ covers surveillance audits after certification. In-house internal auditor training (five days, 40 hours) is delivered on site for a plant that wants its own auditors, or staff can join the public course in Makati.

How a Caloocan plant is audited

Bodies whose accreditation comes from UKAS, ANAB, JAS-ANZ, DAkkS or the Philippine Accreditation Bureau (PAB) send auditors to the plant from Metro Manila; stage 1 can be partly remote, stage 2 is a walk from receiving to dispatch. On a Grace Park or Tala floor the auditor follows one production order through planning, incoming inspection, process control, calibration, non-conforming product and delivery, interviewing operators rather than managers. For ISO 45001 the evidence is hazard identification, machine guarding, permit-to-work and contractor control; for ISO 14001 it is permits, waste manifests and monitoring records. A fish processor in Navotas is audited against its HACCP plan, prerequisite programmes and cold-chain records. A company with an office in South Caloocan and a plant in the north holds one certificate listing both addresses. Sterling’s pre-certification audit is run the same way, on the same shifts.

Who asks for the certificate

The Caloocan City Bids and Awards Committee publishes invitations to bid, bid results and annual procurement plans on the city website, where suppliers to the LGU can expect quality documentation to be checked at post-qualification. Executive Order 605 encourages local governments to pursue ISO 9001 while directing national agencies to certify. Contractors are covered by DPWH Department Order 110 of 2024, which phased ISO 9001 certification into bidding documents between January 2025 and January 2026 by contractor category; the DPWH guide and the construction page apply. For most CAMANAVA manufacturers, though, the demand is private: a supplier audit by a multinational customer, a supermarket’s vendor accreditation, or an export buyer asking for HACCP or FSSC 22000 before the first container leaves the Port of Manila. Sterling’s customer audit assistance handles those audits where certification is not yet the goal.

ISO 9001:2026 and ISO 14001:2026 for CAMANAVA manufacturers

Two editions are moving at once: the ISO 9001:2026 standard (sixth edition, published 16 September 2026; ISO 9001:2015 certificates to be transitioned before the transition period ends on 30 September 2029) and ISO 14001:2026 (published 15 April 2026; transition ends 30 April 2029). A factory certified to both should take one combined transition audit at a surveillance visit; the Revise™ service exists for that. The climate-change consideration in both editions matters for the coastal belt around the Navotas shoreline, where typhoon and flood interruptions belong in the risk register and in emergency preparedness. Detail is on the ISO 9001:2026 hub and the ISO 14001:2026 hub; the ISO 14001:2026 gap check costs nothing.

Cost and timeline drivers

Headcount and shifts, the number of production lines, whether ISO 9001 is combined with ISO 45001 and ISO 14001 in one integrated system, the food safety scheme chosen, the state of existing records and the certification body’s rates decide the quotation; no prices are quoted on this site. The cost guide and the transition cost page set out each driver; the 20 free gap-analysis tools show where the system stands today.

Frequently asked questions about ISO certification in Caloocan

Our office is in Grace Park and our plant is in Tala — how does the audit work? Both addresses go on one certificate. The certification body audits the office functions (sales, purchasing, management review) and the plant (production, maintenance, warehouse) and prices audit days on total headcount. As the sites are in the same city, the auditor usually covers both in a single visit.

Which food safety standard does a Navotas seafood processor need: HACCP, ISO 22000 or FSSC 22000? It follows the buyer. Domestic supermarkets and institutional buyers usually accept HACCP; export customers in Japan, Europe and North America increasingly ask for ISO 22000 or FSSC 22000, which add management system requirements to the HACCP plan. Sterling builds the HACCP plan first so it extends without rework.

Does a Caloocan plastics or steel plant need ISO 14001 as well as ISO 9001? Customers rarely mandate ISO 14001, but multinational supplier audits ask about permits, waste handling and energy use, and ISO 14001 organises those answers. Most plants certify ISO 9001 first and add ISO 14001 and ISO 45001 as an integrated system at a later surveillance cycle to share audit days.

Is ISO 9001 required to bid with the Caloocan City Bids and Awards Committee? Not as a general rule: the city’s Bids and Awards Committee sets eligibility in each invitation to bid. DPWH contracts are different: Department Order 110 of 2024 requires ISO 9001 certification in bidding documents by contractor category. Certified suppliers to the city still find post-qualification quicker because their quality records are already organised.

How long does it take the Sterling team to reach North Caloocan? Rome2rio puts Makati to Camarin Road at 28 minutes without traffic and 34 minutes by MRT-3 and taxi; with the TomTom-measured congestion of over 31 minutes per 10 kilometres, a Tala or Bagumbong visit is planned as a full day. No travel or accommodation is charged for Caloocan work.

Can night-shift operations at a CAMANAVA factory be audited? Yes, and they should be. Certification bodies sample shifts to see that controls run when supervisors are fewer, and a Navotas processor’s landings often arrive before dawn. Sterling schedules its pre-certification audit across the same shifts so night crews meet an auditor before the real one arrives.
