Strong Occupational Health & Safety Management System (OH&SMS) is one of the smartest investments an organization can make. Done well, ISO 45001 prevents incidents, lowers insurance and downtime costs, improves morale and retention, and demonstrates care for people—employees, contractors, and visitors. Done poorly, it becomes a stack of binders no one reads. We build systems your team can run every day, with evidence that stands up to certification audits and client scrutiny.

Sterling International Consulting designs and implements practical ISO 45001 systems for factories, warehouses, logistics hubs, construction projects, hospitals, campuses, and offices across the Philippines. Our method blends clear procedures, hands-on coaching, and visual tools so safety becomes a habit, not a paper exercise.

Why ISO 45001 matters in the Philippines

  1. Protect people and comply with obligations. Clear procedures and training prevent injuries and occupational illness.
  2. Reduce incident costs. Fewer LTIs and near-misses mean less downtime, fewer claims, and higher productivity.
  3. Win client trust. Tenders and site audits look for a structured OH&SMS with evidence of competence and control.
  4. Build a safety culture. When roles are clear and data is visible, everyone contributes to prevention.

Leadership, roles, and worker participation

We begin by clarifying leadership commitments and roles—from top management to supervisors and safety representatives. We establish worker consultation and participation channels: toolbox talks, safety suggestion programs, and involvement in incident investigations and risk reviews. Safety is built with people, not imposed on them.

Hazard identification and risk control

We implement a repeatable hazard identification process tailored to your operations. Typical hazard groups include:

  • Mechanical/MHE: forklifts, conveyors, pinch points, guarding
  • Electrical: live work controls, LOTO, temporary wiring
  • Chemical: handling, storage, MSDS availability, PPE, ventilation
  • Ergonomics: manual handling, workstation design, repetitive motion
  • Physical: noise, heat stress, radiation
  • Working at height & confined space: PTW, rescue plans
  • Traffic & pedestrians: route separation, speed control, signage
  • Contractors & visitors: induction, supervision, permits, and competency checks

We then prioritize controls using the hierarchy of controls: eliminate, substitute, engineer, administrate, and PPE. Each control has an owner, frequency, and record so auditors can see that it operates in practice.

Contractor management and permit-to-work (PTW)

Contractors often present the highest risk on site. We set up a contractor control framework: pre-qualification, induction packs, supervision, and performance review. PTW is implemented for hot work, electrical, confined space, height work, heavy lifts, and line breaks—integrated with lockout/tagout (LOTO) and isolation procedures. PTW logs, signatures, and close-out checks become daily evidence of control.

Training, toolbox talks, and competence

We map the competencies required by role and risk. Training includes orientation, job-specific SOPs, emergency roles, first aiders, fire wardens, forklift operators, and contractors. Toolbox talks are designed to be short and frequent, using real incidents and photos from your site. We keep attendance and effectiveness records so you can prove competence any day of the year.

Incident reporting, investigation, and CAPA

Incidents and near-misses are opportunities to learn. Our workflow is simple:

  1. Report (anyone can, anytime)
  2. Contain (make safe)
  3. Classify severity and notify
  4. Investigate root cause (5 Whys, fishbone)
  5. Corrective actions with owners and due dates
  6. Verify effectiveness and share learnings across shifts and sites

We emphasize leading indicators (near-miss reporting rates, inspections completed, training completion, PTW compliance) alongside lagging indicators (LTIs, recordables, incident severity).

Emergency preparedness and response

Philippine sites face typhoons, flooding, fire risks, chemical spills, and power outages. We establish site-specific plans with roles, communication trees, muster points, drills, and equipment inspections (extinguishers, alarms, detectors, spill kits). Every drill generates learnings that roll into CAPA and retraining.

Documentation and records that work in the field

Your OH&SMS will include:

  • OH&S policy and objectives
  • Hazard identification and risk register
  • SOPs for high-risk tasks
  • PTW and contractor control procedures
  • Training plan, matrices, and records
  • Inspection and maintenance checklists
  • Incident/CAPA procedure and logs
  • Internal audit program and reports
  • Management review pack and action tracker

We keep documents concise and visual. Where appropriate, we use photos of your own equipment and layouts to improve adoption.

Internal audits and management review

Audits are planned by risk and performance. Auditors sample permits, interview operators and contractors, and walk the lines. Findings are written in plain language with evidence and risk rating. Management reviews are short, data-driven sessions focused on decisions about resources, priorities, and improvement projects.

Certification coordination (Stage 1 & Stage 2)

We shortlist a suitable, recognized certification body, align audit days, prepare an evidence index, and support you during audits. If findings arise, we facilitate root cause and corrective actions quickly and completely.

Timelines (typical single-site)

  • Weeks 1–2: Context, hazard ID method, initial risk register; gap assessment
  • Weeks 3–6: SOPs, PTW, contractor framework; training and toolbox talks launch
  • Weeks 7–10: Inspections and drills; implementation checks; internal audits
  • Weeks 11–13: Management review; finalize evidence index
  • Weeks 14–16: Stage 1 & Stage 2; close findings if any

Larger or higher-risk operations may require staged rollouts by area or task.

KPIs that prove improvement

  • LTIs and recordables (trend and severity)
  • Near-miss reporting rate and close-out time
  • PTW compliance and violations
  • Training completion and refresher coverage
  • Inspection findings and CAPA closure time
  • Emergency drill performance (time, role execution, issues logged)

Sector examples (Philippines)

  • Logistics & warehousing: forklift routes, rack integrity, loading docks, contractor controls
  • Manufacturing: machine guarding, LOTO, chemical handling, ergonomics
  • Construction & projects: PTW rigor, fall protection, heavy lifts, subcontractor oversight
  • Healthcare: sharps handling, biological agents, waste management, emergency response
  • Offices/campuses: ergonomics, fire safety, crowd management for events

Integration with ISO 9001 and ISO 14001

An Integrated Management System simplifies work: shared procedures for document control, competence, CAPA, internal audits, and management reviews. We combine audits to save time and reduce disruption.

Before you trust any certificate

Not every ISO 45001 certificate is real. Some are fake. Others look real — they are accredited and listed on IAF CertSearch — but they were issued without a proper audit. So checking a certificate online is only the first step. Learn how to tell a real certificate from a fake one →

Automation-ready OH&SMS

We can digitize key processes—PTW requests/approvals, inspections, incident reports, training records—with reminders and dashboards. Evidence becomes easy to retrieve on audit day and trends are visible to leadership.
