ISO 29990 is a series of standards that have been created to help organizations determine the learning needs of their learners and to provide learning services accordingly. This standard published by ISO covers the essential requirements of an effective learning management system. It aims to establish an overall quality model for professional practice and performance, as well as a common reference for teaching their customers the planning, development and implementation.
The standard includes such provisions as management of learner information, provision of adequate resources for trainers, and bi-annual evaluation of trainer competencies. ISO 29990 is a system for managing the learning environment and ensuring that it is suitable for a particular training activity and helps to ensure the quality of learning.
Who can apply
This standard is the primary resource for organizations that deliver, or seek to deliver, services to learners. It is designed to help organizations understand what their needs are when it comes to learning and the steps they should take in order to effectively meet those needs.
The first one is determining the learning needs. This area can be broken down further into design of learning services, provision of learning services, monitoring of learning services, evaluation by teaching, and finally monitoring learning outcomes.

ISO 29990 was withdrawn in 2018
ISO 29990:2010 was withdrawn on 19 December 2018. A certificate issued against it today is issued against a standard that no longer exists, and no accredited certification body will offer one. Its replacements are ISO 21001 for educational organisations — a full management system standard, certifiable, and now in its 2025 edition — and ISO 29993:2017 for learning services outside formal education, which sets service requirements rather than management system requirements.
